29 CFR 1926.503(c)(3): Inadequacies in an affected employee's knowledge or use of fall protection systems or equipment indicate that the employee has not retained the requisite understanding or skill. On or about June 17, 2014, at a commercial construction site, employees performing roofing activities indicated that they did not have a complete understanding of fall protection rigging requirements exposing employees to a fall hazard of approximately 10 feet to the ground below.
