29 CFR 1910.23(e)(1): Standard railing(s) did not consist of top rail, intermediate rail and/or posts and/or did not have a vertical height of 42 inches (106.7 cm) nominal from upper surface of top rail to floor, platform runway, or ramp level:  a)  At the "catwalk" - Employees were walking and manually carrying tires and/or other equipment across a platform (exposing employees to approximately 10ft fall hazards), which was missing an intermediate rail.      NOTE: IN ADDITION TO ABETMENT CERTIFICATION, THE EMPLOYER IS REQUIRED TO SUBMIT ABATEMENT DOCUMENTATION FOR THIS ITEM.  FAILURE TO COMPLY WILL RESULT IN AN ADDITIONAL PENALTY OF $1000.00 IN ACCORDANCE WITH 29 CFR 1903.19.

29 CFR 1910.253(b)(4)(i): Oxygen cylinders were stored near highly combustible material, especially oil and grease; or near reserve stocks of carbide and acetylene or other fuel-gas cylinders, or near other substance likely to cause or accelerate fire:    a)  In the maintenance shop - Hydraulic oil/fluid was stored directly in front of oxygen cylinders connected to a low-flow manifold exposing employees to rapid/escalated fire hazards.          Abatement certification for this item is required.

29 CFR 1910.1200(e)(1): The employer did not develop, implement, and/or maintain at the workplace a written hazard communication program which describes how the criteria specified in 29 CFR 1910.1200(f), (g), and (h) will be met:      a)  Throughout the maintenance shop - Employees were using hazardous chemicals (such as, but not limited to: hydraulic oil, hydraulic fluid, brake cleaner, white lithium grease, battery cleaner, and other automotive fluids) and the employer had not developed nor implemented a written hazard communication program which described how the criteria for labels and other forms of warning, material safety data sheets, and employee information and training would be met.            Abatement certification for this item is required.
