29 CFR 1926.501(b)(1): Each employee on a walking/working surface with an unprotected side or edge which was 6 feet (1.8 m) or more above a lower level was not protected from falling by the use of guardrail systems, safety net systems, or personal fall arrest systems:  On June 19, 2014 and at times prior thereto, at the jobsite located at 1005 Congress Avenue in Austin, Texas, where employees were working at heights ranging from approximately 17 feet up to 60 feet above lower roof levels while repairing water leaks around windows, the employer did not ensure that employees were protected from falling, exposing the employees to fall hazards.
