29 CFR 1926.451(b)(2)(ii): When walkways between scaffold sections are less than 18 inches wide, employees were not protected from falls by guardrail systems or personal fall arrest systems: a) At Route 61 Street Pottsville St. Clair Hwy, Pottsville, PA 17901: Two employees involved in the installation of stone veneer onto the McDonald's building were using a walkway between two sections of a tubular welded scaffold that was not 18 inches wide and not protected by guardrail or personal fall arrest systems, exposing employees to fall hazards on or about June 20, 2014. ABATEMENT CERTIFICATION REQUIRED FOR THIS VIOLATION.

29 CFR 1926.451(e)(1): When scaffold platforms were more than 2 feet (0.6 m) above or below a point of access, portable ladders, hook-on ladders, attachable ladders, stair towers (scaffold stairways/towers), stairway-type ladders (such as ladder stands), ramps, walkways, integral prefabricated scaffold access, or direct access from other scaffold, sturcure, personnel hoist, or similar surface was not used. Crossbraces were used as a means of access. a) At Route 61 Street Pottsville St. Clair Hwy, Pottsville, PA 17901: Two employees involved in stone veneer installation onto the McDonald's building were using the crossbraces of the scaffold to access the upper levels of the scaffold, exposing employees to a potential fall hazard, on or about June 20, 2014. ABATEMENT CERTIFICATION REQUIRED FOR THIS VIOLATION.
