29 CFR 1926.200(g)(2): Traffic control signs or devices used for protection of construction workers did not conform to Part VI of the Manual of Uniform Traffic Control Devices ("MUTCD"), 1988 Edition, Revision 3, September 3, 1993, FHWA-SA-94-027 or Part VI of the Manual on Uniform Traffic Control Devices, Millennium Edition, December 2000, FHWA: a) On June 26, 2014, Hardin Paving Services did not conform to the Manual on Uniform Traffic Control Devices, Millennium Edition, Section 6C.05 when eastbound Oak St. motor traffic road users were not redirected from their normal travel path to a new path, in the left lane, by channelization through the work zone. This exposed employees working in and near the traveled way to motor vehicle struck-by hazards. b) On June 26, 2014, Hardin Paving Services did not conform to the Manual on Uniform Traffic Control Devices, Millennium Edition, Section 6F.20 when approaching west bound Oak St. motor traffic road users were not warned of a one lane road where motor traffic in both directions had to use a common single lane. Employees working in and near the traveled way were exposed to being struck-by motor vehicles. c) On June 26, 2014, Hardin Paving Services did not conform to the Manual on Uniform Traffic Control Devices, Millennium Edition, Section 6F.21 when approaching east bound Oak St. motor traffic road users were not warned of a right lane closure. Employees working in and near the traveled way were exposed to being struck-by motor vehicles. d) On June 26, 2014, Hardin Paving Services did not conform to the Manual on Uniform Traffic Control Devices, Millennium Edition, Section 6G.03 when approaching motor traffic road users were not warned of road construction work ahead. Employees working in and near the traveled way were exposed to being struck-by motor vehicles. e) On June 26, 2014 Hardin Paving Services did not conform to the Manual on Uniform Traffic Control Devices, Millennium Edition, Section 6G.11 when a right lane was closed without the use of a lane taper for approaching east bound Oak St. motor traffic road users. Employees working in and near the traveled way were exposed to being struck-by motor vehicles. Abatement documentation is required for this item in accordance with the requirements of 29 CFR 1903.19(d).
