OSH ACT of 1970 Section (5)(a)(1): OSH ACT of 1970 SECTION (5)(a)(1): The employer did not furnish employment and a place of employment which were free from recognized hazards that were causing or likely to cause death or serious physical harm to employees in that employees were exposed to struck by hazards: a) Employees working near the drum dryers were exposed to fire and explosion hazards. The air material separators for Drum Dryer B were located inside the building without explosion venting and/or suppression: 1) CY-7207 Dryer Cyclone 2) CY-7208 Dryer Cyclone 3) CY-7209 Dryer Cyclone 4) CY-7210 Dryer Cyclone Among one feasible and acceptable method is to install air material separators outside of buildings (7.13.1.1.1 ) or protect them in accordance with (7.13.1.1.2). National Fire Protection Code 654, Standard for the Prevention of Fire and Dust Explosions from the Manufacturing, Processing, and Handling of Combustible Particulate Solids, 2006 Edition. Paragraph 7.13.1.1.1 states: Where an explosion hazard exists, air material separators shall be located outside of buildings. b) Employees working near the drum dryers were exposed to fire and explosion hazards. Air supplied to the burner in Dryer B was not clean in that combustible dusts from the air material separator(s) were allowed into the burner during the ignition cycle. Among one feasible and acceptable method is to ensure a clean supply of air is provided to the burner during the ignition cycle. National Fire Protection Code 86, Standard for Oven and Furnaces, 2001 edition, paragraph 6.2.2.1 states The fuel burning system design shall provide a supply of clean combustion air delivered in amounts prescribed by the furnace designer or burner manufacturer across the full range of burner operations.
