29 CFR 1910.23(e)(9): Wall opening barriers (rails, rollers, picket fences, and half doors) was of such construction and mounting that, when in place at the opening, the barrier was not capable of withstanding a load of at least 200 pounds applied in any direction (except upward) at any point on the top rail or corresponding member. a) Center of the 2nd floor of the Power Plant: A barrier placed in front of the 64-inch by 62-inch wall opening cut into the side of the Number-3 boiler was not secured to prevent workers from falling into the boiler. The barrier consisted of orange construction fencing which did not go the full width of the opening and a large piece of plywood which was simply leaned against the structure. ABATEMENT CERTIFICATION IS REQUIRED
