29 CFR 1926.501(b)(1): "Unprotected sides and edges." Each employee on a walking/working surface (horizontal and vertical surface) with an unprotected side or edge which is 6 feet (1.8 m) or more above a lower level shall be protected from falling by the use of guardrail systems, safety net systems, or personal fall arrest systems.    a.  On or about July 9, 2014, at the above addressed worksite, three employees were observed installing rebars while sitting on an unprotected side or edge without fall protection.    b.  On or about July 9, 2014, at the above addressed worksite, two employees were observed bending rebars while standing in an unprotected side or edge without fall protection.

29 CFR 1926.503(a)(1): The employer did not provide a training program for each employee potentially exposed to fall hazards to enable each employee to recognize the hazards of falling and the procedures to be followed in order to minimize these hazards:    a.  On or about July 9, 2014, at the above addressed worksite, the employer did not provide training for preventing employees' exposure to a fall hazard while working on open sided edges, as evidenced by among other conditions; employees did not recognize the hazard of falling while working at a height of 21 feet above ground without fall protection and employees lacked knowledge of other fall protection standard requirements.
