OSH ACT of 1970 Section (5)(a)(1): The employer did not furnish employment and a place of employment which were free from recognized hazards that were causing or likely to cause death or serious physical harm to employees in that employees were exposed to crushed-by and struck-by hazards caused by the operation of a garbage truck and a recycling truck without working audible back-up alarms. a) 1536 S.R. 209, Brodheadsville, PA - The owner operated a 2007 Mack Model CTP-713B (VIN - 1M2AT13C57M003028) garbage truck without a working audible back-up alarm or an observer as a ground guide while driving in reverse. The rear view from the driver cab was obstructed by an attached high-compaction rear loader unit. Employees were exposed to crushed-by and struck-by hazards, as observed on July 9, 2014. b) 523 Meixall Valley Road, Saylorsburg, PA - An employer representative operated a 1986 Mack Model CTP-713B (VIN - 1HTLDTVN0GHA33380) recyclable collection truck without a working audible back-up alarm or an observer as a ground guide while driving in reverse. The rear view from the driver cab was obstructed by an attached recyclable separation unit. Employees were exposed to crushed-by and struck-by hazards, on or about July 9, 2014. In accordance with 29 CFR 1903.19(c), abatement certification is required for this violation.

Employee's hands and eyes were exposed to cut-by (metal), stuck-by (sharps), flying particles (broken glass) and contact with noxious substances (feces, trash juice*) hazards, on or about July 9, 2014. * - Liquids and solids ejected during waste compaction In accordance with 29 CFR 1903.19(c), abatement certification is required for this violation.
