29 CFR 1926.502(b)(1): The top edge height of the top rails, or equivalent guardrail system members, was not 42 inches (1.1 m) plus or minus 3 inches (8 cm) above the walking/working level: a) West End Healthcare Center, Brodheadsville, PA: The wire rope guardrail system along the north and west sides of the second floor had been disconnected for the installation of metal wall studs and was not at the proper height exposing employees to a 14 foot fall hazard, as observed on or about July 10, 2014.
