29 CFR 1910.1026(d)(2)(iv): The employer used the scheduled monitoring option, and monitoring revealed employee exposures to chromium (VI) to be above the permissible exposure limit; however, the employer did not perform periodic monitoring at least every three months:        a) At the facility, on or about 7/10/14: When previous monitoring results showed employees sanding old coatings off of aircrafts exposed to levels of hexavalent chromium above the OSHA permissible exposure limit, the employer did not perform periodic monitoring for hexavalent chromium.    b) At the facility, on or about 7/10/14: When previous monitoring results showed employees who applied PPG 515K011 primer and CA7700 primer exposed to levels of hexavalent chromium above the OSHA permissible exposure limit, the employer did not perform periodic monitoring for hexavalent chromium.        Abatement certification must be submitted for this item.

29 CFR 1910.1026(l)(2)(i)(B): The employer did not provide appropriate information and training for all employees exposed to chromium (VI) in that employees could not demonstrate knowledge of the purpose and description of the requirements for a medical surveillance program as outlined by the Chromium (VI) standard, 29 CFR 1910.1026(k):   a) At the facility, on or about 7/10/14: Previous air sampling showed employees exposed to levels of hexavalent chromium above the permissible exposure limit while sanding old coatings off aircraft parts and applying primer to aircraft parts. The employer did not ensure that employees could demonstrate knowledge of the purpose and description of the requirements for a hexavalent chromium medical surveillance program. Employees at the facility were not aware that medical surveillance for hexavalent chromium was available to them.     Abatement certification must be submitted for this item.

Aviation Recruitment Services USA LLC was previously cited for a violation of this occupational safety and health standard which was contained in OSHA inspection number 892952 citation number 1, item number 9, and was affirmed as a final order on September 9, 2013, with respect to a workplace located at 592 Hangar Road, Rome, NY.       Abatement certification must be submitted for this item.
