An employee was observed riding on the exterior of the JLG Model 600S aerial lift basket. The employee was exposed to a fall hazard of 10-15 feet.

29 CFR 1926.453(b)(2)(v): A body belt shall be worn and a lanyard attached to the boom or basket when working from an aerial lift. Note to paragraph (b)(2)(v): As of January 1, 1998, subpart M of this part (1926.502(d)) provides that body belts are not acceptable as part of a personal fall arrest system. The use of a body belt in a tethering system or in a restraint system is acceptable and is regulated under 1926.502(e). a. Employees were observed riding on an aerial lift with a harness but no lanyard to tie off. The employee was exposed to a fall hazard of 10-15 feet.

The attachment point of the body harness shall be located in the center of the wearer's back near shoulder level, or above the wearer's head. a. An employee working in the JLG Model 600S aerial lift was wearing his harness with the attachment point in the small of his back. The employee was exposed to fall hazard related injuries.
