Section 5(a)(1) of the Occupational Safety and Health Act of 1970: The employer did not furnish employment and a place of employment which were free from recognized hazards that were causing or likely to cause death or serious physical harm to employees, in that, employees were exposed to combustible dry spice deflagration, explosion, or other fire hazards as a result of working at or near an indoor cartridge media dust collector, which lacked internal means to prevent or minimize employee exposure in the event of a deflagration, or other fire event.     A Micro Air cartridge media-type dust collector servicing Blenders #8/#9 and Lines #4, #6, #2, and #7 was located indoors within the Maintenance Shop.  The dust collection system lacked (1) explosion protection and (2) deflagration propagation protection (isolation) for the upstream process and the material discharge/drum collection system located beneath the collector itself.           Abatement documentation is required for this item in accordance with the requirements of 29 CFR 1903.19(d).

29 CFR 1910.1200(h)(1): Employees were not provided information and training on hazardous chemicals or materials in their work area at the time of their initial assignment and whenever a new hazard was introduced into their work area.    Employees performing blending, mixing, and packaging operations were exposed to explosion and fire hazards while working with food dust, such as dry spice powder, and the employer did not ensure employees were properly trained on the hazards of combustible dust.     Abatement documentation is required of this item in accordance with the requirements of 29 CFR 1903.19(c).
