For welding, cutting and heating on steel pipelines containing natural gas, the pertinent portions of regulations issued by the Department of Transportation, Office of Pipeline Safety, 49 CFR Part 192, Minimum Federal Safety Standards for Gas Pipelines, shall apply.  (a) Plant site - On or about July 28, 2014 employees performed welding and cutting operations on piping connected to Tank #10 which contained methane and hydrogen sulfide. The tank and piping had not been cleaned prior to the start of work.
