29 CFR 1926.20(b)(2): The employer failed to initiate and maintain programs that provided for frequent and regular inspections of the job sites, materials, and equipment were made by competent persons designated by the employer: At the project, employees stated that none of their supervisors inspected the site on July 29, 2014, to ensure compliance with OSHA regulations. There was inadequate lighting at the project, employees did not know how to turn on additional lighting, and temporary lights were not available onsite or in the employees' vehicles. Employees painting from ladders were exposed to the hazard of falling from heights up to 10 feet and employees demolishing the drywall were exposed to the hazard of falling to the same level.

29 CFR 1926.56(a): Construction areas, ramps, runways, corridors, offices, shops, and storage areas were not lighted to not less than the minimum illumination intensities listed in Table D-3 while any work was in progress At the project, the lighting was not adequate in the areas where employees were painting from ladders and demolishing drywall. Employees did not know how to turn on additional lighting, and temporary lights were not available onsite or in the employees' vehicles. Employees painting from ladders were exposed to the hazard of falling from heights up to 10 feet and employees demolishing the drywall were exposed to the hazard of falling to the same level.
