29 CFR 1910.119(j)(4)(ii): Inspection and testing procedures did not follow recognized and generally accepted good engineering practices : a) Neshaminy Water Treatment Plant, chlorine evaporator, pressure relief valve On or about July 23, 2014, The inspection and testing frequency of the pressure relief valve on the chlorine evaporator was not consistent with good engineering practices such as the National Board Inspection Code. The document referenced in the employer's Mechanical integrity program (Section 4.14 of WT.050.200.001.UA.IM.0411) did not include inspection and testing procedures or frequency, nor did the employer have testing and inspection procedures or history for this pressure relief valve. Abatement Note: The National Board Inspection Code recommends an initial five year interval for inspection and testing for a pressure relief valve in combination with a rupture disk such as in this installation; this interval may be modified based on previous inspection history. Section 2.5, pages 47 thru 55 of the 2007 NBIC provides detailed and specific requirements for inspection and testing.
