29 CFR 1910.23(d)(1): Every flight of stairs having four or more risers was equipped with standard stair railings or standard handrails: On or about August 1, 2014, employer did not ensure guard railing was installed on middle section of workover rig. This condition exposed employees to fall hazards. BASIC ENERGY SERVICES WAS PREVIOUSLY CITED FOR A VIOLATION OF THIS OCCUPATIONAL SAFETY AND HEALTH STANDARD OR ITS EQUIVALENT STANDARD 1910.23(C)(1) WHICH WAS CONTAINED IN OSHA INSPECTION NUMBER 901751, CITATION NUMBER 2, ITEM NUMBER 1 AND WAS AFFIRMED AS A FINAL ORDER ON 05/28/2013, WITH RESPECT TO A WORKPLACE LOCATED AT BARSTOW 11 LEASE, WELL #7, 7.6 MILES EAST OF PECOS.
