29 CFR 1926.1053(b)(1): Where portable ladders were used for access to upper landing surfaces, the ladder side rails did not extend at least 3 feet (.9 m) above the upper landing surface to which the ladders were used to gain access. At the jobsite located at 4054 Stone Barn, Maize, KS: Employees engaged in residential framing activities using a portable metal ladder were exposed to fall hazards of approximately 11 feet from the eave of the residence to the ground below in that the ladder did not extend at least 3 feet above the upper landing and was not secured to the residence.
