On or about July 3, 2014, on the second tier, employee(s) were exposed to a fall of greater than 10 feet in height to the ground level below, as 1 plank was used between uprights where 3 were required, as they worked applying stucco to the wall.  b) North side of residential construction.  On or about July 3, 2014, on the second tier, employee(s) were exposed to a fall of greater than 10 feet in height to the ground level below, as 2 planks were used between uprights where 3 were required, as they worked applying stucco to the wall.   The Roma Construction, Inc. was previously cited for a violation of this occupational safety and health standard or its equivalent standard 29 CFR 1926.451(b)(1), which was contained in OSHA inspection number 240920 / 315626218, citation number 2, item number 1 and was affirmed as a final order on September 12, 2011, with respect to a workplace located at 17811 Wild Basin, San Antonio, Texas.

29 CFR 1926.451(e)(1):  When scaffold platforms are more than 2 feet (0.6 m) above or below a point of access, portable ladders, hook-on ladders, attachable ladders, stair towers (scaffold stairways/towers), stairway-type ladders (such as ladder stands), ramps, walkways, integral prefabricated scaffold access, or direct access from another scaffold, structure, personnel hoist, or similar surface was not used. Crossbraces were used as a means of access:  North side of residential construction.  On or about July 3, 2014, employee(s) were exposed to a fall of greater than 10  feet in height to the ground level below, as there was no ladder for access to the scaffold, and employee(s) used the crossbracing for access.  The Roma Construction, Inc. was previously cited for a violation of this occupational safety and health standard or its equivalent standard 29 CFR 1926.451(e)(1), which was contained in OSHA inspection number 240920 / 315626218, citation number 2, item number 2 and was affirmed as a final order on September 12, 2011, with respect to a workplace located at 17811 Wild Basin, San Antonio, Texas.
