29 CFR 1926.501(b)(13): Each employee(s) engaged in residential construction activities 6 feet (1.8 m) or more above lower levels were not protected by guardrail systems, safety net system, or personal fall arrest system, nor were employee(s) provided with an alternative fall protection measure under another provision of paragraph 1926.501 (b).    The employer does not ensure that employees engaged in residential construction activities 6 feet or more above lower levels were protected by a fall protection system.  This violation occurred on or about August 11, 2014 when employees were exposed to a fall hazard of 11 feet while performing roofing work on a two story residential building being constructed without a fall protection system.    Rolando Becerra, dba Transformers Home Remodeling was previously cited for a violation of this occupational safety and health standard or its equivalent standard 29 CFR 1926.501(b)(13), which was contained in OSHA inspection number 977558 , citation number 1, item number 1 and was affirmed as a final order on June 13, 2014, with respect to a workplace located at 25003 Jennifer Heights Ct., Spring, TX 77389.    Pursuant to 29 C.F.R. 1903.19, within ten (10) calendar days of the abatement date, the employer must submit documentation showing that it is in compliance with the standard, including describing the steps that it is taking to ensure employees engaged in residential construction activities at heights of six feet or more are protected from falling.

29 CFR 1926.1053(b)(1): Where portable ladders were used for access to an upper landing surface and the ladder's length allows, the ladder side rails did not extend at least 3 feet (.9 m) above the upper landing surface being accessed.     The employer does not ensure that the side rails on portable ladders used for access to an upper landing surface are extended at least 3 feet above the upper landing surface being accessed.  This violation was observed on or about August 11, 2014, at a residential home construction site where employees were exposed to a fall hazard when accessing the roof with a ladder without the ladder side rails extended 3 feet above the landing surface.
