29 CFR 1926.451(e)(8): Direct access to or from another surface was used when the scaffold was more than 14 inches (36 cm) horizontally and/or 24 inches (61 cm) vertically from the other surface:    a)  Work Site:  646-648 Market Street, Newark, NJ    Employees directly accessed the wall from a tubular framed scaffold were exposed to a 50 foot fall hazard to the ground below as the scaffold was located approximately 28 inches horizontally from the wall. 29 CFR 1926.451(e)(9)(iv): Cross braces on tubular welded frame scaffolds were used as a means of access or egress.    a)  Work Site:  646-648 Market Street, Newark, NJ    Employees climbed the cross braces on a tubular welded scaffold and were observed seated in the cross braces while working, thereby exposing the employees to hazard of falling 50 feet to the ground below. There was a 24 inch distance between the scaffold and the wall.     Violation observed on or about 7/29/2014.
