29 CFR 1915.73(c): When employees were working around open hatches not protected by coamings to a height of 24 inches, or around other large openings, the edge of an opening was not guarded in the working area to a height of 36 to 42 inches:   a) Navy Vessel YRB-33, where open hatches not equipped with guards at the ladder access included:  1. Hatch opening at Frame 37, measured approximately 43 inches wide and 10 feet to the lower surface.  2. Hatch opening at Frame 14, measured approximately 36 inches wide and 10 feet to the lower surface.
