29 CFR 1910.147(c)(1): The employer did not establish a program consisting of an energy control procedure, employee training and periodic inspections to ensure that before any employee performed any servicing or maintenance on a machine or equipment where the unexpected energizing, startup or release of stored energy could occur and cause injury, the machine or equipment shall be isolated from the energy source and rendered inoperative:   a) The employer does not have an energy control program. Energy control procedures have not been establish for any of the textile machinery such as but not limited to; Aztec Oven, serial #85-721, Wise Picker, serial # 3791, and the Fiber roller/cutter. In addition, the employee who performs servicing and maintenance on the machinery has not been trained. Observed on or about 08/13/2014.
