29 CFR 1926.501(b)(13): Each employee(s) engaged in residential construction activities 6 feet (1.8 m) or more above lower levels were not protected by guardrail systems, safety net system, or personal fall arrest system, nor were employee(s) provided with an alternative fall protection measure under another provision of paragraph 1926.501 (b):    a) On August 14, 2014 and at times prior thereto; Rear area of building; employees framing a residential home were observed working on the roof area (outer wall) without a personal fall arrest system in place to prevent them from falling 30 feet to ground level.

29 CFR 1926.1053(b)(1): Where portable ladders were used for access to an upper landing surface and the ladder's length allows, the ladder side rails did not extend at least 3 feet (.9 m) above the upper landing surface being accessed    On August 14, 2014 and at times prior thereto; Rear area second floor; the ladder used to access the work area (roof) was 18 inches below the working platform exposing them to a fall hazard of 12 feet to ground level while accessing or stepping off the ladder to the platform.    Abatement certification required within 10 days after abatement date. The certification shall include a statement that abatement is complete, date and method of abatement, and states employees and their representatives were informed of this abatement.

29 CFR 1926.1053(b)(4): Ladder(s) were used for purposes other than the purpose for which they were designed:   On June 14, 2014 and at times prior thereto; second floor rear area; employees were using a step ladder in the closed position to access the upper platform/roof of the residential home. Step ladders are designed to be used in the completely open position.     Abatement certification required within 10 days after abatement date. The certification shall include a statement that abatement is complete, date and method of abatement, and states employees and their representatives were informed of this abatement.
