29 CFR 1910.95(b)(1): When employees were subjected to sound exceeding those listed in Table G-16, feasible administrative or engineering controls were not utilized: a. On or about September 9, 2014 - Production, the planar mill operator was exposed to continuous noise at 1091% of the allowable 8-hour time weighted average sound level of 90 dBA or an equivalent sound level of approximately 107.2 dBA. The sampling was performed for 480 minutes during one shift on 09/09/14. ABATEMENT SCHEDULE STEP 1: Continue to require the exposed employee(s) to use effective hearing protection as an interim protective measure until feasible engineering controls and/or administrative controls can be implemented, or whenever such controls fail to reduce employee exposure to within the permissible exposure limits. STEP 2: Submit to the Area Director a written, detailed plan of abatement outlining a schedule for the implementation of engineering and/or administrative measures to control employee exposure to hazardous substances as referenced in the citation. This plan shall include, at a minimum, target dates for the following actions which must be consistent with the abatement dates required by this citation: a) Evaluation of engineering/administrative control options; b) Selection of optimum control method and completion of design; c) Procurement, installation and operation of selected control measures; and d) Testing acceptable modification/redesign of controls. All proposed control measures shall be approved for each particular use by a technically qualified person. Thirty - (30) day progress reports are required during the abatement period. Step 3: Abatement shall be completed by the implementation of feasible engineering and/or administrative controls upon verification of their effectiveness in achieving compliance.
