29 CFR 1903.19(d)(1): The employer must submit to the Agency, along with the information on abatement certification required by paragraph (c)(3) of this section, documents demonstrating that abatement is complete for each willful or repeat violation and for any serious violation for which the Agency indicates in the citation that such abatement documentation is required:  a.  The employer has failed to submit abatement certification and documentation within ten days of the abatement date, September 10, 2014, for a violation of 29 CFR 1926.100(a), issued as citation 1, item 1a, and described as follows: At the site, the employer did not ensure employees performing clean up duties on the ground were protected with hard hats from debris that was thrown to the ground from the roof.  b.  The employer has failed to submit abatement certification and documentation within ten days of the abatement date, September 10, 2014, for a violation of 29 CFR 1926.102(a)(1), issued as citation 1, item 1b, and described as follows:  At the site, the employer did not ensure that employees replacing shingles with nail guns were provided with eye protection.  c.  The employer has failed to submit abatement certification and documentation within ten days of the abatement date, September 10, 2014, for a violation of 29 CFR 1926.501(b)(10), issued as citation 1, item 2, and described as follows:  At the site, the employer did not ensure employees were provided with fall protection while replacing shingles on a low slope roof.

29 CFR 1926.501(b)(10): "Roofing work on Low-slope roofs." Except as otherwise provided in paragraph (b) of this section, each employee engaged in roofing activities on low-slope roofs, with unprotected sides and edges 6 feet (1.8 m) or more above lower levels shall be protected from falling by guardrail systems, safety net systems, personal fall arrest systems, or a combination of warning line system and guardrail system, warning line system and safety net system, or warning line system and personal fall arrest system, or warning line system and safety monitoring system. Or, on roofs 50-feet (15.25 m) or less in width (see Appendix A to subpart M of this part), the use of a safety monitoring system alone [i.e. without the warning line system] is permitted.  a. At the site, the employer did not ensure employees were provided with fall protection while replacing shingles on a low slope roof.
