29 CFR 1926.501(b)(13): Each employee(s) engaged in residential construction activities 6 feet (1.8 m) or more above lower levels were not protected by guardrail systems, safety net system, or personal fall arrest system, nor were employee(s) provided with an alternative fall protection measure under another provision of paragraph 1926.501 (b): a) At 411 Mill St., Orangeville, PA 17859: Three employees were observed on a 5:12 pitch roof and at least 32 feet high from the ground level replacing a residential roof without any fall protection in place, exposing employees to fall hazards on or about August 25, 2014. ABATEMENT CERTIFICATION REQUIRED FOR THIS VIOLATION.

29 CFR 1926.1053(b)(1): Where portable ladders were used for access to an upper landing surface and the ladder's length allows, the ladder side rails did not extend at least 3 feet (.9 m) above the upper landing surface being accessed: a) Side of Property: Employees were using a 35 ft Werner portable extension ladder to access a residential roof at least 30 feet high and the ladder side rails did not extend at least 3 feet above the upper landing surface, exposing employees to a potential fall on or about August 25, 2014. b) Front of Property: Employees were using a 15 ft Werner extension ladder to access a residential roof at least 12 feet high and the ladders side rails did not extend at least 3 feet above the upper landing surface, exposing employees to a potential fall, on or about August 25, 2014.
