29 CFR 1926.501(b)(11): Each employee on a steep roof with unprotected sides and edges 6 feet or more above lower levels was not protected from falling by guardrail systems with toeboards, safety net systems, or personal fall arrest systems: a) Ricketts Glen State Park, 695 State Route 487, Benton, PA 17814 (Cottage Area): Three employees were observed on a 6 in 12 pitch roof and approximately 12 feet high from the ground level installing shingles on cottage #1 roof without any fall protection in place. The employees were exposed to fall hazards on or about August 27, 2014.

29 CFR 1926.1053(b)(1): Where portable ladders were used for access to an upper landing surface and the ladder's length allows, the ladder side rails did not extend at least 3 feet (.9 m) above the upper landing surface being accessed: a) Ricketts Glen State Park, 695 State Route 487, Benton, PA 17814 (Cottage Area): An 18ft portable extension ladder was used for access to the roof of cottage #1 that was about 12 feet high. The ladder side rails only extended about 15 inches instead of the required 36 inches. Employees were exposed to fall hazards from a ladder on or about August 27, 2014. ABATEMENT CERTIFICATION REQUIRED FOR THIS VIOLATION.
