29 CFR 1910.242(b): Compressed air used for cleaning purposes was not reduced to less than 30 p.s.i.:  (a) Plant 1, Roofs - An employee inserted a hose coupler barb into the quick connector at the end of a compressed air hose in order to get the compressed air to flow from the hose.  The employee used the compressed air to blow down (clean) the work area.  This hose coupler barb did not reduce the tip pressure of the air hose to less than 30 p.s.i., exposing the employee to the hazard of compressed air entering the body, on or about September 5, 2014.  Corrected during the inspection.  No abatement certification or documentation required.

1910.1200(h)(3)(iv): The details of the hazard communication program developed by the employer, did not include an explanation of the labels received on shipped containers and the workplace labeling system used by their employer; the safety data sheet, including the order of information and how employee could obtain and use the appropriate hazard information:  (a) Whitley East, LLC, 64 Hess Road, Leola, Pennsylvania - Employees used or worked around hazardous chemicals, including but not limited to Alpha Systems Alphaseal 5200A and Alphaseal 5200B two-part adhesive, and the employer did not provide employees with training on the revised hazard communication standard (HCS 2012) label elements and the new format and type of information on each section of the safety data sheets (SDSs) to ensure that when employees begin to see HCS 2012 compliant labels and SDSs in their workplace, employees will understand how to use the labels and SDSs and access the information effectively, on or about September 5, 2014.  Abatement certification required within 10 days after abatement date. The certification shall include a statement that abatement is complete, date and method of abatement, and state employees and their representatives were informed of this abatement.
