29 CFR 1910.252(a)(3)(i): Welding, cutting, or other hot work was performed on used drums, barrels, tanks, or other containers that had not been cleaned so thoroughly as to make absolutely certain there were no flammable materials present or any substances such as greases, tars, acids, or other materials which where subjected to heat, might produce flammable or toxic vapors:  (a) 1034 Citizen Parkway, Morrow, GA at the scrap metal yard: The employer did not ensure that a fluid filled actuator on a fork lift reach attachment, was purged and free from substances prior to cutting it with a cutting torch. The fluid was heated and under pressure and exposed an employee to explosion hazards.

United Recycling was previously cited for a violation of this Occupational Safety and Health standard or its equivalent standard, 29 CFR 1910.178(l)(1)(i), which was contained in OSHA inspection number 314637190, citation number 01, item number 02 and was affirmed as a final order on December 17, 2010, with respect to a workplace located at 1034 Citizen Parkway, Morrow, GA.

Employees were required to wear a P100 respirator while using a cutting torch to cut scrap metal such as, but not limited to, iron and steel.
