29 CFR 1926.28(a): The employer did not require the wearing of appropriate personal protective equipment in all operations where there was an exposure to hazardous conditions. (a) At the NPS Headquarters front parking lot, culvert cleaning project, employees were handling rough/sharp rocks with bare hands while re-channeling the culvert.
