29 CFR 1926.501(b)(13): Each employee engaged in residential construction activities 6 feet (1.8 m) or more above lower levels was not protected by guardrail systems, safety net system, or personal fall arrest system, nor was an alternative fall protection measure provided: (a) Roker Construction, LLC at 2956 Haflinger Dr., Fort Collins, CO 80525: On and before August 13, 2014, the exposing employer failed to ensure that employees engage in framing activities above 6 feet or more above lower levels were protected from falling by use of a fall protection system. Employees on the roof of a residential home had exposure to a fall hazard from unprotected roof edges. This condition exposed the employees to a fall hazard of approximately 18-20 feet. (b) Roker Construction, LLC at 2968 Haflinger Dr., Fort Collins, CO 80525: On and before August 13, 2014, the exposing employer failed to ensure that employees engage in framing activities above 6 feet or more above lower levels were protected from falling by use of a fall protection system. Employees on the 2nd floor of a residential home had exposure to a fall hazard from unprotected sides. This condition exposed the employees to a fall hazard of approximately 9-10 feet.

29 CFR 1926.1053(b)(1): Where portable ladders were used for access to an upper landing surface and the ladders length allows, the ladder side rails did not extend at least 3 feet (.9 m) above the upper landing surface being accessed: (a) Roker Construction, LLC at 2956 Haflinger Dr., Fort Collins, CO 80525: On and before August 13, 2014, the exposing employer did not ensure that the laddersemployees were using to access the upper landing surfaces extended 3 feet above the upper landing areas. This condition exposed employees to a fall hazard of approximately 9-10 and 18-20 feet.
