29 CFR 1926.20(b)(2): The employer did not initiate and maintain a safety program which provides for frequent and regular inspections of job-sites, materials, and equipment to be made by a competent person (i.e., a person who is capable of identifying existing and predictable hazards in the surroundings or working conditions which are unsanitary, hazardous, or dangerous to employees, and who has the authority to take prompt corrective measures to eliminate them): (a) K&L Contractors, Inc. at 2956 Haflinger Dr., Fort Collins, CO 80525: On and before August 13, 2014, the exposing employer did not ensure a safety program was developed and implemented for the work environment to include regular inspections of the job-site, materials, and equipment; conducted by a competent person. Three employees on the roof of a residential home had exposure to a fall hazard from unprotected roof edges. This condition exposed the employees to a fall hazard of approximately 18-20 feet. (b) K&L Contractors, Inc. at 2968 Haflinger Dr., Fort Collins, CO 80525: On and before August 13, 2014, the exposing employer did not ensure a safety program was developed and implemented for the work environment to include regular inspections of the job-site, materials, and equipment; conducted by a competent person. Three employees on the 2nd floor of a residential home had exposure to a fall hazard from unprotected sides. This condition exposed the employees to a fall hazard of approximately 9-10 feet.
