29 CFR 1903.19(d)(1): The employer did not submit to the Agency documents demonstrating that abatement is complete for each willful or repeat violation and for any serious violation for which the Agency indicates in the citation that such abatement documentation is required.  a) The employer failed to provide documentation and certification for abatement of citation 1 item 1 in which the employees were not protected by guardrail systems safety net system, or personal fall arrest system. Condition observed on or about 9/8/14.

29 CFR 1926.501(b)(13): Each employee(s) engaged in residential construction activities 6 feet (1.8 m) or more above lower levels were not protected by guardrail systems, safety net system, or personal fall arrest system, nor were employee(s) provided with an alternative fall protection measure under another provision of paragraph 1926.501:  a) 201 3rd Avenue Bradley Beach, NJ: An employee working at a height over 25 feet above the ground below installing framing was not protected by a fall protection system, on or about 9/8/14.  b) 201 3rd Avenue Bradley Beach, NJ: An employee working at a height of approximately 8 feet above the ground below installing framing was not protected by a fall protection system, on or about 9/8/14.    NOTE: IN ADDITION TO ABATEMENT CERTIFICATION, THE EMPLOYER IS REQUIRED TO SUBMIT ABATEMENT DOCUMENTATION FOR THIS ITEM. FAILURE TO COMPLY WILL RESULT IN AN ADDITIONAL PENALTY OF $1000.00 IN ACCORDANCE WITH 29 CFR 1903.19.
