Employees were at risk of serious injury from fire and deflagration hazards while welding on bin #7 which contained an explosive atmosphere of gain dust.         (b)  Haines Engineering, Inc.  6262 South 550 East, Berne, Indiana:  On or about September 18, 2014, at the work site located at 417 W. Market Street, Celina, Ohio, the employer did not ensure that the area of the mill building beneath bin #7, where welding repairs occurred, did not contain an accumulation of combustible dust that developed into an explosive atmosphere.
