29 CFR 1926.602(c)(1)(vi): Industrial truck(s) in use did not meet the applicable requirements of design, construction, stability, inspection, testing, maintenance, and operation, as defined in American National Standards Institute B56.1-1969, Safety Standards for Powered Industrial Trucks:    On or about September 9, 2014 an employee was lowering a scissor lift from the fourth floor of the building under construction to the ground level when at approximately 10 feet from the ground the lift became unstable falling off of the forks to the ground, exposing employees to the hazard of being struck by the equipment.    Reference- ANSI Standard B56.1-1969 states in paragraph 605 A "Handle only stable or safely arranged loads". The standard was superseded by ANSI B56.6-2005 which states in paragraph 6.4.3 " Handle only stable or safely arranged loads".
