29 CFR 1926.100(a): Employees working in areas where there is a possible danger of head injury from impact, or from falling or flying objects, or from electrical shock and burns, shall be protected by protective helmets.  (a)   Base of the scaffold - On or about October 1, 2014 employees were exposed to head injuries while working beneath a scaffold with no hardhats. Other employees were handling bricks and mortar above the ground level employees. One employee was observed tossing bricks 10 feet 2 inches overhead with no hardhat.

29 CFR 1926.451(g)(1): Each employee on a scaffold more than 10 feet (3.1 m) above a lower level shall be protected from falling to that lower level. Paragraphs (g)(1)(i) through (vii) of this section establish the types of fall protection to be provided to the employees on each type of scaffold. Paragraph (g)(2) of this section addresses fall protection for scaffold erectors and dismantlers. Note to paragraph (g)(1): The fall protection requirements for employees installing suspension scaffold support systems on floors, roofs, and other elevated surfaces are set forth in subpart M of this part.  (a) Left-side of the building - On or about October 1, 2014 employees were exposed to a fall hazard while working on a scaffold that had no guardrails installed. This scaffold was 10 feet 2 inches above concrete.
