29 CFR 1926.501(b)(13): Each employee(s) engaged in residential construction activities 6 feet (1.8 m) or more above lower levels were not protected by guardrail systems, safety net system, or personal fall arrest system, nor were employee(s) provided with an alternative fall protection measure under another provision of paragraph 1926.501 (b): On or about September 26, 2014, employees were observed erecting the stud walls for the third story of a residential apartment complex. Several of the employees were working at the edge of the roof line and none of the employees were protected from falling. There were no guard rails or safety nets in place and none of the employees were using personal fall arrest equipment.

29 CFR 1926.501(b)(14): Each employee working on, at, above, or near wall openings (including those with chutes attached) where the outside bottom edge of the wall opening is 6 feet or more above lower levels and the inside bottom edge of the wall opening: On or about September 6, 2014, at the job site located at 5000 Richsmith Ln in Searcy, Arkansas, employees were framing a 71,000 square foot, 3 story residential building. The employees were framing the interior walls for the third floor and guard rail systems had not been installed across the door and window openings. These conditions exposed the employees to the hazard of falling approximately 20 feet to the ground below.
