29 CFR 1903.19(c)(1): Within ten calendar days after the abatement date, the employer must certify to OSHA (the Agency) that each cited violation has been abated, except as provided in paragraph (c)(2) of this section:  a.  The employer has failed to submit abatement certification within ten days of the abatement date, November 1, 2014, for a violation of 29 CFR 1926.501(b)(1), issued as citation 1, item 1, and described as follows:  On the second floor of the building an employee was leaning out of the framed walls to attach exterior sheeting, the employee's personal fall arrest system vertical lifeline was fully extended and tied around interior wall studs, thereby exposing him to a 12 foot fall hazard.

29 CFR 1926.501(b)(1): "Unprotected sides and edges." Each employee on a walking/working surface (horizontal and vertical surface) with an unprotected side or edge which is 6 feet (1.8 m) or more above a lower level shall be protected from falling by the use of guardrail systems, safety net systems, or personal fall arrest systems.  a. On the second floor of the building an employee was leaning out of the framed walls to attach exterior sheeting, the employee's personal fall arrest system vertical lifeline was fully extended and tied around interior wall studs, thereby exposing him to a 12 foot fall hazard.
