29 CFR 1926.501(b)(13): Employees engaged in residential construction activities 6 feet (1.8m) or more above the lower levels were not protected by guardrail systems, safety net systems, or personal fall arrest systems: On or about October 14, 2014 and at times prior thereto, employees were working on the roof of a residential home. One employee was wearing a harness but was not attached to an anchor point. This condition exposed him to fall hazards of greater than 6 feet.

29 CFR 1926.21(b)(2): The employer did not instruct each employee in the recognition and avoidance of unsafe conditions and the regulations applicable to his/her environment to control or eliminate any hazards or other exposure to illness or injury: On or about October 14, 2014 and at times prior thereto, employees were working on the roof of a residential home. The employer failed to instruct his employees in the recognition of unsafe conditions or how to eliminate any hazards. Employees were exposed to fall hazards.
