On or about October 10, 2014, on the east side of construction site, an employee engaged in roofing activities on the roof of a mobile home without fall protection was exposed to a fall hazard of approximately 10 feet to the lower level.

29 CFR 1926.1053(b)(1): Where portable ladders were used for access to an upper landing surface and the ladder's length allows, the ladder side rails did not extend at least 3 feet (.9 m) above the upper landing surface being accessed. On or about October 10, 2014, on the east side of the work site, an employee used a ladder to access and egress the roof area that did not have side rails and was not capable to extend at least 3 feet above the upper landing surface exposing the employee to a fall hazard of approximately 10 feet to the ground below.
