Scale House Building - On or about October 17, 2014, the wood framed emergency exit staircase was not provided with mid-rails on either side of the open staircase. Instance b. Scale House Building - On or about October 17, 2014, the rear emergency exit staircase was not provided with a mid-rail on the open side of the staircase.
