29 CFR 1910.119(l)(2): The procedures did not assure that all of the considerations identified in paragraphs (i) through (v) of this section, including the technical basis for the proposed change and the impact of the change on safety and health, were addressed prior to any change: a) Bayway Chemical Plant Linden, NJ site - Vistanex J Unit: The employer failed to establish and document a technical basis for the proposed changes and the impact of the changes on safety and health for Field Change Authorization FCA# L0328 which downgraded several remote operated valves such as but not limited to VR209, VR210, VR211, VR212, and VL513 from safety critical status to operational critical. Condition noted on or about 11/5/2014.
