Crossbraces were used as a means of access.  a) Walgreen's, north side of building  - An employee in the process of masonry work was exposed to fall hazards up to 33'7", in that, an access ladder was not installed. The employee was observed climbing down the end frames of the tubular welded, walk through style, frame scaffolding system. Observed on or about 10/24/2014.
