29 CFR 1926.760(a)(1): Each employee engaged in a steel erection activity who is on a walking/working surface with an unprotected side or edge more than 15 feet (4.6 m) above a lower level was not protected from fall hazards by guardrail systems, safety net systems, personal fall arrest systems, positioning device systems, or fall restraint systems. The employer is failing to protect employees from potential fall hazards associated with installing the roof on a commercial precast concrete building where the ground to eave measurement is 208. The most recent example of this was found on the job site located at NDOR Hwy 25A, Palisades, NE 69040 where the employer has employees installing the roof over what will soon be the new Nebraska Department of Highway large equipment building, without being protected against falling. Instances observed by the CSHO include but are not limited to: i. Employees straddling the purlin between roof trusses, wearing a harness and lanyard, while using a chocker for the pearling; but required to disconnect the choker when moving past a roof truss thus leaving the employee exposed to a potential fall hazard as they have only one chocker and lanyard. ii. Employees accessing/egressing the purlin by using a scissor lift without being able to secure themselves against a fall 100% of the time because they have only one chocker and lanyard; thus in this case a high wind blew a sheet roof decking into the employee as he was moving between the purlins knocking him over 20 to the ground below.
