29 CFR 1910.1000(a)(2): 8-hour Time Weighted Averages.  An employee's exposure to any substance in Table Z-1, the exposure limit of which is not preceded by a "C", shall not exceed the 8-hour Time Weighted Average given for that substance in any 8-hour work shift of a 40-hour work week:    On or about October 28, 2014, in the facility, a temporary employee required to perform Outside Operator tasks, including, but not limited to, clean/shaker room housekeeping, was exposed to airborne Total Dust at an 8-hour time-weighted average level of 24.8 milligrams per cubic meter of air (mg/m3), approximately 1.7 times the 8-hour time-weighted average permissible exposure limit of 15 mg/m3, during a 313 minute sampling period.  Zero exposure assumed for the 167 minutes not sampled.

29 CFR 1910.134(c)(1): In any workplace where respirators are necessary to protect the health of the employee, the employer shall establish and implement a written respiratory protection program with worksite-specific procedures. The program shall be updated as necessary to reflect those changes in workplace conditions that affect respirator use. The employer shall include in the program the following provisions of this section, as applicable:  (i) Procedures for selecting respirators for use in the workplace; (ii) Medical evaluations of employees required to use respirators; (iii) Fit testing procedures for tight-fitting respirators; (iv) Procedures for proper use of respirators in routine and reasonably foreseeable emergency situations; (v) Procedures and schedules for cleaning, disinfecting, storing, inspecting, repairing, discarding, and otherwise maintaining respirators; (vi) Procedures to ensure adequate air quality, quantity, and flow of breathing air for atmosphere-supplying respirators; (vii)Training of employees in the respiratory hazards to which they are potentially exposed during routine and emergency situations; (viii)Training of employees in the proper use of respirators, including putting on and removing them, any limitations on their use, and their maintenance; and (ix) Procedures for regularly evaluating the effectiveness of the program.   On or about October 28, 2014, in the facility, a temporary employee required to perform Outside Operator tasks, including, but not limited to, clean/shaker room housekeeping, was exposed to Total Dust in excess of the permissible exposure limit (see Citation 1 Item 1a).  The employer did not establish and implement a written respiratory protection program with worksite-specific procedures when respirators were necessary to protect the health of employees.
