On or about November 17, 2014, employer allowed an employee to use a Gerson L8399 half face air purifying respirator during clean-up activities and visual inspection at the shooting range area on a voluntary basis and the employer had not implemented those elements of a respiratory protection program that addressed the worksite-specific procedures.
