29 CFR 1926.1053(b)(1): Where portable ladders were used for access to an upper landing surface and the ladder's length allows, the ladder side rails did not extend at least 3 feet (.9 m) above the upper landing surface being accessed: On or about October 28, 2014, at 929 Tezcucco Court, Covington, LA, the employer did not ensure that ladders used for access and egress to/from the upper levels of the structure were extended at least 3 feet above the landing. Instance 1) Employees used the ladder as access and egress to/from the roof of the structure. Instance 2) Employees used the ladder as access and egress to/from the second story window of the structure.
