29 CFR 1926.1053(b)(22): Employees using ladders were carrying objects or loads that could cause the employee to lose balance and fall: At this commercial construction site, employees loading roofing material on a roof, ascended an extension ladder while bearing a shoulder carried load. The extension ladder was leaning against a two tier scaffold approximately 12 feet above ground surface. Employees were exposed to fall hazards.
