29 CFR 1926.701(b): All protruding reinforcing steel, onto and/or into which employees could fall or come against, was not guarded to eliminate the hazard of impalement:  (a)  West side of Worksite - On or about November 4, 2014 employees were exposed to impalement hazards while working near or walking near reinforcing steel that was 9 inches to 48 inches high, and they were not protected by caps placed over the ends of the steel.
